It is puzzling that distribution of E-ID cards has commenced without the law being in place. But the process is legal.
Legality has taken on a new meaning. Commence the process, the law will follow.
This can be likened to spending monies and then going to Parliament to seek a supplemental budget after the fact.
Likewise, it is puzzling the beating to death of one cousin by another cousin. What was the basis or underlying cause for such an outcome? Now two families are torn apart.
