Much of Ralph Ramkarran’s recent column, “Cuba,” published on his Conversation Tree blog, is essentially a regurgitation of facts and developments about Cuba that are already well known and widely reported.
All of which was useful background information. But it leaves unanswered the important question: where does Mr. Ramkarran stand on the economic strangulation of Cuba? What is also missing from Mr. Ramkarran’s discussion is a sufficiently searching examination of whether economic strangulation is a legitimate instrument of foreign policy, and whether the suffering it inflicts on ordinary Cubans can be justified by the objective of forcing political change.
