Why are so many city parapets being dug up?

Why are so many parapets in the city being dug up? Why are they being dug up at the same time?

Why do they have sheer drops of 6 to 12 inches from the road edge – on both sides!? This is a precipice to an elderly person who has to compete with traffic on an already narrow road. Who is the authority?

I have to ask publicly, to non-taxpayer-funded media, because citizens’ right to access information from public authorities are still being denied.
